Abstract (in English)

In 1964, the 2nd International Congress of Architects and Technicians of Historic Monuments adopted in Venice the first "International Charter on the Conservation and Restoration of Monuments and Sites". Adopted by ICOMOS the following year, it became the cornerstone of the international doctrine on built heritage. It was subsequently supplemented by numerous texts. Considered "outdated" by some, it has been the subject of several attempts to update it, in vain: it has remained to this day the "absolute reference, the monument of the doctrine". But what is the situation today, more than 50 years later? Is the Charter still relevant and an authority? Is it seen as a rigid constraint, or does it authorize all interventions? Is it adapted to contemporary situations? How is it implemented today? How is it experienced by contemporary heritage stakeholders, in the light of the developments and experiences acquired over the last half-century? An assessment of the way it is implemented was necessary: after fifty years of undivided reign, is this charter still adapted to the enlargement to other continents, other civilizations, other types of heritage? So many questions that have arisen practically since the signing of the Charter... This is why, as a contribution to the European Year of Cultural Heritage 2018 and in response to a request from the Ministry of Culture, ICOMOS France has decided to evaluate this text in the light of the evolution of practices and the broadening of the notion of heritage, and to draw up guidelines for the decades to come. ICOMOS France took the initiative of consulting the European Committees of ICOMOS, firstly through a presentation of this action during the Eurogroup day in Helsinki, and secondly by sending a questionnaire to all the committees in Europe. Twelve European committees replied as well as individual personalities. The committees which replied are as follows: Belgium, Bosnia-Herzegovina, Czech Republic, Estonia, France, Germany, Ireland, Latvia, Portugal, Slovenia, Switzerland, Turkey. Considérée comme « dépassée » par certains, elle a fait l’objet de plusieurs tentatives de mise à jour, en vain : elle est restée jusqu’à aujourd’hui la « référence absolue, le monument de la doctrine ». Mais qu’en est-il aujourd’hui plus de 50 ans après? La Charte est-elle toujours pertinente et fait-elle encore autorité? Est-elle considérée comme un carcan rigide, ou bien, trop floue, autorise-t-elle toutes les interventions ? Est-elle adaptée aux situations contemporaines ? Comment est-elle mise en œuvre de nos jours ? Comment est-elle vécue par les acteurs du patrimoine contemporains, à la lueur des évolutions et des expériences acquises depuis un demi-siècle ? Un bilan sur la manière dont elle est mise en application s’imposait : après cinquante ans de règne sans partage, cette charte est-elle toujours adaptée à l‘élargissement à d’autres continents, à d’autres civilisations, à d’autres types de patrimoine ? Autant de questions qui se posent pratiquement depuis la signature de la Charte… C’est pourquoi, à titre de contribution à l’Année Européenne du Patrimoine Culturel 2018 et répondant à une demande du ministère de la Culture, ICOMOS France a décidé d’évaluer ce texte à la lumière de l’évolution des pratiques et de l’élargissement de la notion de patrimoine, et de dresser des orientations pour les décennies à venir. ICOMOS France a pris l’initiative d’une consultation des comités européens de l’ICOMOS, d’abord au travers d’une présentation de cette action lors de la journée de l’Eurogroupe à Helsinki, ensuite par l’envoi d’un questionnaire à tous les comités d’Europe. Douze comités européens ont répondu ainsi que des personnalités à titre individuel. Les comités qui ont répondu sont les suivants : Allemagne, Belgique, Bosnie-Herzégovine, Estonie, France, Irlande, Lettonie, République Tchèque, Portugal, Slovénie, Suisse, Turquie. L’objet de ce séminaire était de présenter le bilan et la synthèse de ces retours et de voir quelles suites pourront y être données.
