abstractIt has been proved that cultural tourism and the enhancement of cultural heritage may constitute a major vector of economic, social and cultural development of a territory. But it may also prove very damaging for the local populations in terms of provoking social and economic imbalances, or even conflicts over the use of public space. Accordingly, more and more providers in the field of cultural heritage and tourism, alongside with civil servants and managers, decide to set up projects which primarily take into consideration the benefit of the local populations and their participation in the process of decision making. Hence, particularly after the emergence twenty years ago of the notions of sustainable development and tourism, a set of guiding principles were put forward in order to address the involvement of the local populations in the process of enhancement and the daily management of cultural sites. Derived from international resolutions, surveys or professional experiences, these guidelines reflect various aspects of the matter but rarely apprehend it in its global dimension. They can be divided into three major principles: the cultural tourism and the enhancement of cultural heritage as vectors of territorial development, the respect of practices of every-day life of the local populations and the involvement of these communities as a factor of protection of the cultural heritage.. The description and the analysis of the actions taken on the spot in the site of Pont du Gard give an illustration, on the basis of concrete examples, of these different principles. They also permit a thorough consideration over the conditions of success or failure that could be brought about by carrying out such an approach.
