| abstract | Morelia´s historic center, in Mexico, was recognized as world heritage by UNESCO in 1991 and from its registration it has shown tension, different problems and relevant success as well, to overhaul the management of the historic area and the recovery of its urban architectonic heritage. The successful recovery was sought in the historic center in 2001 with the local authority’s decisive impetus and the civilian society´s commitment, leading to its consolidation as one of the main destinations of cultural tourism in Mexico.
However, in recent years the heritage area, the society and the authorities have faced significant threatens which disrupted the economic development, the social stability and resulted in a breakdown of the cultural touristic activity from 2008.
This scenario allows us to analyze the response capability that the heritage cities have in a mexican context, when responding not only to the usual urban pressure and management scenarios for the preservation of its heritage values, but also facing situations that go beyond the preservation of the built heritage. Adding pressure and changes because of the insecurity and the scourge of the organized crime.
This presentation shows the recent preservation progress (1991-2004) and the heritage management in Morelia´s historic center, analyzing the functional dynamics (urban and socio-economic) and the insecurity scenarios which have shocked the social stability, the local development and the cultural tourism impulse in the city.
In addition, it presents the review and balance of the efforts and strategies- that as good action practice- from 1991 and particularly in the last thirteen years (2001-2014) have contributed to improve the management of the historic group.
The work will be methodologically developed from theoretical and conceptual approaches as heritage management and resiliency, which brings us closer to the concept of resilient historical city as the subject of discussion, and developed as a systematic research applied in a study, both quantitative and qualitatively, to evaluate the internal and external impact that caused abrupt changes in the stability of the urban and patrimonial system that sets Morelia up and the response capability which had for its recovery.
To conclude, success and failures are evaluated, the good practice of urban operation stands out as well as the strategies developed to reverse the insecurity for the recovery of Morelia´s historic center and possibly, in short-term, reactivate the tourism in the destination. We consider that these thoughts are added to many others in the challenging task of building satisfying security models and management of the historic city in an Ibero-American context. |
