"The management and safeguarding of cultural heritage requires coordinated efforts from\r\nmultiple levels of government and private stakeholders, particularly as prioritized sites and assets are at\r\nrisk from natural hazards, including the growing threats posed by climate change. Key practices and\r\nconcepts from disaster risk management (DRM) have proven useful in addressing these challenges, and\r\nJapan has emerged as a world leader in applying DRM to cultural heritage and tourism (CHT).\r\nAn initiative by the World Bank’s Disaster Risk Management Hub in Tokyo, in collaboration with the\r\nTokyo Development Learning Centre (TDLC) and the Government of Japan, brought together key\r\nstakeholders, both from World Bank client countries and from the international community to Japan, to\r\ndevelop a technical deep dive (TDD) on Resilient Cultural Heritage. During the one-week program,\r\nmultidisciplinary teams from nine countries and several organizations shared experiences and learnt from\r\nexperts about how to protect their cultural heritage in the face of disasters and create resilience in their\r\nsites. As a result, each team diagnosed key challenges in their country and developed an action plan to\r\nengage lessons and expertise identified during the TDD to their current investment projects supported by\r\nthe World Bank.\r\nJapan’s extensive experience in this field offers unique opportunities for learning, not only for developing\r\ncountries but also for international organizations. Developed in collaboration with UNESCO, the Institute\r\nof Disaster Mitigation for Urban Cultural Heritage at Ritsumeikan University, and other partners, this\r\ninitiative captured Japanese and global experience and expertise around six main themes: i) Fundamentals\r\nof Disaster Risk Management for Cultural Heritage; ii) Management of cultural sites: from Preparedness\r\nto Post-Disaster Reconstruction and Recovery; iii) Earthquakes and secondary hazards over traditional\r\nbuildings; iv) Storms and secondary hazards: Climate Change adaptation; v) Community involvement to\r\npreserve cultural heritage; vi) Tourism and Culture: promotion and protection of heritage. \r\nThis paper presents the experiences and lessons learned from this TDD delivered in Tokyo and Kyoto in\r\nApril 2017. In addition to the technical learning, this initiative promoted knowledge exchange and\r\ninterdisciplinary collaboration, aiming to strengthen the international network of practitioners in Disaster\r\nRisk Management of Cultural Heritage."^^ .
