Abstract (in English)

In France, the majority of sites currently listed on the World Heritage List are protected by traditional tools protecting heritage and sites such as Historic Monuments (law 1913), their surroundings (law 1943), the listed sites (law 1930), the protected areas -"secteurs sauvegardés" - (loi 1962), les ZPPAUP or AVAP (1983 and 2010 laws). However, since 1992, with the birth of the "cultural landscapes" category, there has been a growing number of inscriptions of "very large scale" sites on the World Heritage List. The scope of these sites refers to new issues of protection and management that lead the territories concerned to adapt the "toolbox" in order to combine the traditional tools of protection ith the land use planning tools that are the urban planning documents (SCOT, PLU, PLUi, etc.). The Association des biens français du patrimoine mondial (ABFPM) and the Ministry of Ecology wanted to organize a study day on this theme. The Val de Loire Mission and the Mission Bassin Minier, which chairs the the "management plan" commission of the ABFPM, thus had the ambition to conduct an operational reflection based on practical cases, on the articulation and complementarity between urban planning and or the protection of the heritage, in order to encourage the taking of traditional heritage and landscape values in policy-setting and development projects for these exceptional territories. En France, les sites actuellement inscrits sont majoritairement protégés par les outils traditionnels de protection du patrimoine et des sites tels que les Monuments Historiques (loi 1913), leurs abords (loi 1943), les sites classés (loi 1930), les secteurs sauvegardés (loi 1962), les ZPPAUP ou AVAP (lois 1983 et 2010). Or, depuis 1992 avec la naissance de la catégorie « paysages culturels », on observe l’inscription d’un nombre croissant de sites à « très grande échelle » sur la Liste du patrimoine mondial. L’étendue de ces sites renvoie à de nouveaux enjeux de protection et de gestion qui amènent les territoires concernés à adapter la « boite à outils » règlementaire de manière à combiner les outils traditionnels de protection du patrimoine avec les outils d’aménagement du territoire que sont les documents d’urbanisme (SCOT, PLU, PLUi, etc.). L’Association des biens français du patrimoine mondial et le Ministère de l’Ecologie ont souhaité organiser une journée d’études sur cette thématique. La Mission Val de Loire et la Mission Bassin Minier, qui président la commission « plan de gestion » de l’ABFPM, ont eu ainsi pour ambition de construire une réflexion à vocation opérationnelle, à partir de cas concrets, sur l’articulation et la complémentarité entre planification urbaine et outils traditionnels de protection du patrimoine, afin d’encourager la prise en compte des valeurs patrimoniales et paysagères dans les politiques et projets d’aménagement de ces territoires d’exception.
