Abstract (in English)

The First International Seminar on Intervention and Legislation in Historic Centers (ILCH) was held virtually within the framework of the International Summer School 2021 of the University of Panama, from February 22 to 26 of the same year. The case studies of countries such as Spain, Chile, Peru, Argentina, Colombia and Panama provided a sufficiently broad comparative framework for the discussion on the current legislation and intervention in historic centers at the international level. It also opened the compass on the need for a revision of the current legislation, both for the historic monumental complex of the Casco Antiguo or historic district of the city of Panama and for the historic center of Colón. Some specific objectives arise from this general objective: •Share experiences, generating holistic and multidisciplinary approaches and identifying common problems and possible solutions in the field of intervention and legislation in historic centers. •Extrapolate strategies carried out in international contexts to establish new needs and lines of research in the field of legislation and intervention in historic centers. •Review of current legislation, both for the monumental complex of the Casco Antiguo or historic district of the city of Panama and the historic center of Colón. •Develop agreements between participating institutions in order to continue in the medium and long term promoting research and training in the study of historic centers and built heritage. The proof of the fulfillment of these objectives is precisely the digital publication of its minutes, a joint effort of both the facilitators and the participants of this Seminar. The minutes are the fruit of shared experiences, comparisons of national and international case studies, and review of legislation.

El Primer Seminario Internacional sobre Intervención y Legislación en Centros Históricos (ILCH) se llevó a cabo de manera virtual en el marco de la Escuela Internacional de Verano 2021 de la Universidad de Panamá, del 22 al 26 de febrero del mismo año. Los casos de estudio de países como España, Chile, Perú, Argentina, Colombia y Panamá brin-daron un marco comparativo suficientemente amplio para la discusión sobre la actualidad de la legislación y la intervención en los centros históricos a nivel internacional. También abrió el compás sobre la ne-cesidad de una revisión de la legislación vigente, tanto para el conjunto monumental histórico del Casco Antiguo o distrito histórico de la ciu-dad de Panamá como para el centro histórico de Colón. De este objetivo general surgen algunos objetivos específicos: • Compartir experiencias, generando aproximaciones holísticas y multidisciplinarias e identificando problemas comunes y posibles soluciones en el campo de la intervención y legislación en los cen-tros históricos. • Extrapolar estrategias llevadas a cabo en los contextos internacio-nales para establecer nuevas necesidades y líneas de investigación en el campo de la legislación y la intervención en los centros histó-ricos. • Revisión de la legislación vigente, tanto para el conjunto monu-mental del Casco Antiguo o distrito histórico de la ciudad de Pa-namá como el centro histórico de Colón. • Desarrollar convenios entre las instituciones participantes con la finalidad de continuar a mediano y largo plazo promoviendo la in-vestigación y la capacitación en el estudio de los centros históricos y el patrimonio construido. La prueba del cumplimiento de estos objetivos es justamente la publi-cación digital de sus actas, esfuerzo conjunto de tanto los facilitadores como los participantes de este Seminario. Las actas son el fruto de las experiencias compartidas, las comparaciones de los casos de estudio nacionales e internacionales y la revisión de la legislación.
