All security measures taken in favour of buildings, such as consolidation, maintainance, reconditioning, protection against fire, etc., increase not only their security for normal purposes, but also in the event of war and catastrophe. The historic buildings of more solid nature especially offer the possibility of limitating damage and of creating shelters. This supplementary protection will be of advantage to their inhabitants and users, to whom they offer more safety and chance of survival. Bearing in mind recent strategic development, the protective measures of civil defence go parallel with the conservation of historic buildings, the aim of which is to revitalise monuments and ancient districts of our towns. The material sacrifice is compensated by a greater sense of security. The means needed for this conservation are often considerable. They are partly provided by the government, the methods varying in different countries. The fact that these monuments, castles, fortresses, etc. are of great value to civil defence, stimulates a new public interest for their maintainance and repair. This interest should justify government grants, not only from the cultural department, but also from the ministry of civil defence and from funds for emergencies. Thus a double purpose is served, as can be seen in a few countries, where the money spent for urbanisation, traffic problems and economic development, helps at the same time the measures taken for historic buildings. Their restauration in its turn entails a social and cultural renewal.
