Abstract (in English)

[Preamble] Profound growth and disruption in global tourism, including cultural heritage tourism, has necessitated the revision of the ICOMOS International Charter for Cultural Tourism (1999). The process has resulted in this ICOMOS International Charter for Cultural Heritage Tourism (2021): Reinforcing cultural heritage protection and community resilience through responsible and sustainable tourism management (hereinafter “the Charter”), which complements and updates the previous one. In addition to recognizing the intensified tourism use of cultural heritage places and destinations, this Charter addresses increasing concerns about the degradation of cultural heritage along with social, ethical, cultural, environmental and economic rights issues associated with tourism. In this Charter, cultural heritage tourism refers to all tourism activities in heritage places and destinations, including the diversity and interdependence of their tangible, intangible, cultural, natural, past and contemporary dimensions. This Charter recognizes heritage as a common resource, understanding that the governance and enjoyment of these commons are shared rights and responsibilities. Participation in cultural life with access to cultural heritage is a human right. However, some evolved aspects of tourism have constituted fundamentally unsustainable uses of planetary resources, including cultural and natural heritage. This calls for a charter that advocates responsible and diversified cultural tourism development and management contributing to cultural heritage preservation; community empowerment, social resilience and wellbeing; and a healthy global environment. Properly planned and responsibly managed cultural heritage tourism, involving participatory governance with diverse cultures, right-holders and stakeholders, can be a powerful vehicle for the preservation of cultural heritage and sustainable development. Responsible tourism promotes and creates cultural heritage awareness, provides opportunities for personal and community well-being and resilience, and builds respect for the diversity of other cultures. It can therefore contribute to intercultural dialogue and cooperation, mutual understanding, and peace-building.

[Preambolo] La profonda crescita e lo stravolgimento del turismo globale, compreso il turismo culturale, hanno reso necessaria la revisione della Carta internazionale del turismo culturale dell'ICOMOS (1999). Il processo è sfociato nella presente Carta internazionale dell'ICOMOS per il turismo culturale (2021): Rafforzare la tutela del patrimonio culturale e la resilienza delle comunità attraverso una gestione responsabile e sostenibile del turismo (di seguito "la Carta"), che integra e aggiorna la precedente. Oltre a riconoscere il più intenso uso turistico dei luoghi e delle destinazioni del patrimonio culturale, questa Carta affronta le crescenti preoccupazioni sul degrado del patrimonio culturale nonché le questioni sociali, etiche, culturali, ambientali e dei diritti economici legati al turismo. In questa Carta, per turismo culturale si intende l'insieme delle attività turistiche nei luoghi e nelle destinazioni del patrimonio, comprese le diversità e le interdipendenze delle loro dimensioni materiali, immateriali, culturali, naturali, passate e contemporanee. Questa Carta riconosce il patrimonio come un bene comune, ritenendo che la gestione e il godimento di questi beni comuni siano diritti e responsabilità condivise. La partecipazione alla vita culturale e l'accesso al patrimonio culturale sono un diritto umano. Tuttavia, alcuni aspetti emersi con il turismo hanno determinato un uso fondamentalmente insostenibile delle risorse del pianeta, compreso il patrimonio culturale e naturale. Questo richiede la redazione di una carta che sostenga lo sviluppo e la gestione responsabile e diversificata del turismo culturale, contribuendo alla conservazione del patrimonio culturale, lo sviluppo delle comunità, la resilienza sociale e il benessere, e un ambiente globale più sano. Il turismo culturale adeguatamente pianificato e gestito in modo responsabile, istituendo forme di governance nella quale partecipano differenti culture, titolari di diritti e parti interessate, può essere un potente veicolo per la conservazione del patrimonio culturale e lo sviluppo sostenibile. Il turismo responsabile promuove e crea consapevolezza riguardo il patrimonio culturale, fornisce opportunità per il benessere e la resilienza sia personale che della comunità, e crea rispetto per le diversità delle altre culture. Può quindi contribuire al dialogo interculturale e alla cooperazione, alla mutua comprensione e alla costruzione di pace.
