In a dialogue with expert institutions and specialists from Syria, European post-war experiences will be evaluated and questioned in so far as they can serve as reference material for current tasks in urban planning and archaeological heritage conservation in the MENA (Middle East and North Africa) region. This concern is to be defined primarily from the Syrian side. Central and Eastern Europe have actually acquired a lot of experience - both positive and negative – during the reconstruction period after the tremendous devastation of the Second World War. As a basis for the reconstruction of cultural heritage, it ought to be shared in a cross-border interdisciplinary collaboration of archaeologists, monument conservators and town planners with knowledgeable colleagues from Syria and other countries. The process should not only focus on prominent individual ancient buildings; it must be the first step to save and preserve Syrian cities with their monuments and historic city centres. This volume therefore addresses the following questions: What form should reconstruction take? New building or reconstruction, old city layout or new order, restoration vs. reconstitution or reconstruction? How to deal with archaeological heritage when planning measures for reconstruction? In contrast to post-1945 Europe, Middle East today has a powerful construction industry to which heritage conservation interests and techniques are rather alien. How can international standards and conventions be enforced and what should the international community do to bring up to war-ravaged cities the planning, craftsmanship and scientific expertise required for a qualified reconstruction of the country? What does the public in Germany and Europe, and first and foremost in the regional communities in this state of emergency, expect from archaeologists, monument conservators and town planners? Which kinds of international cooperation have proven successful and how would they be developed to fit changing perspectives? The proceedings of this conference bring up for the first time numerous facets and perspectives on Post-Conflict Recovery of Cultural Heritage.

Im Dialog mit Fachinstitutionen und Experten aus Syrien werden europäische Nachkriegserfahrungen ausgewertet und daraufhin hinterfragt, inwieweit sie Referenzmaterial für aktuelle Aufgaben der städtebaulichen und archäologischen Denkmalpflege der MENA (Nahost und Nordafrika)- Region liefern können. Dabei handelt es sich um ein Anliegen, das in erster Linie von syrischer Seite zu definieren ist. Gerade Mittel- und Osteuropa haben in der Phase des Wiederaufbaus nach den verheerenden Zerstörungen des Zweiten Weltkriegs viele Erfahrungen – positive wie negative – gesammelt. Diese sollten im Rahmen der grenzüberschreitenden und interdisziplinären Kollegialität von Archäologen, Denkmalpflegern und Städtebauern als Know-how syrischen und weiteren Kollegen der Regionen als Grundlagen für den Wiederaufbau des kulturellen Erbes zur Verfügung stehen. Dabei dürfen nicht nur prominente antike Einzelbauten im Fokus stehen; es muss zunächst darum gehen, syrische Städte mit ihren Denkmalen und historischen Stadtkernen zu retten und zu erhalten. Der vorliegende Band stellt daher folgende Fragen: Wie soll sich der Wiederaufbau gestalten? Neubau oder Rekonstruktion, alter Stadtgrundriss oder Neuordnung, Restaurierung gegen Nachempfindung oder Rekonstruktion? Wie umgehen mit dem archäologischen Erbe bei Planungsmaßnahmen für den Wiederaufbau? Anders als in den Jahren nach 1945 in Europa steht heute im Nahen Osten eine leistungsstarke Bauindustrie bereit, der denkmalpflegerische Interessen und Techniken eher fremd sind. Wie kann internationalen Standards und Konventionen Geltung verschafft werden und was soll die internationale Gemeinschaft tun, um in kriegszerstörten Städten planerische, handwerkliche und wissenschaftliche Expertise aufzubauen, die für einen qualifizierten Wiederaufbau des Landes nötig sind? Was erwartet die Öffentlichkeit in Deutschland und Europa, vor allem die regionale Gemeinschaften der Regionen in diesem Notstand von Archäologen, Denkmalpflegern und Städteplanern? Welche internationalen Kooperationsformen haben sich bewährt und wie wären sie im Wechsel der Perspektiven zu entwickeln? Die Akten der vorliegenden Fachtagung bringt vor diesem Hintergrund erstmals zahlreiche Facetten und Perspektiven zu Post-Conflict Recovery of Cultural Heritage zur Sprache.
