When our series 'ICOMOS Journal of the German National Committee' was initiated in 1989 the first publication was 'Pro Romania', produced to accompany an ICOMOS traveling exhibition shown in Paris, London, Munich and other cities. The exhibition documented the systematic destruction of Romanian villages and cities. Under very different circumstances, the present publication introduces the most significant cultural monuments of the country which have been chosen by the Romanian National Commission for Monuments, Historic Districts and Historic Sites for entry in UNESCO's World Heritage List. Three of these cultural monuments — the painted churches of northern Moldavia, the monastery of Horezu, and the town of Biertan with its fortified church — were already entered in the World Heritage List in 1993. Edited by Dr. Christoph Machat, a member of the German National Committee and the new chairman of the ICOMOS International Committee on Vernacular Architecture, this publication was prepared jointly by Romanian and German colleagues within the framework of' a partnership agreement established in 1991 by the German National Committee of' ICOMOS, the Romanian National Commission and the State Preservation Office in Bucharest. The main goal of the partnership is the exchange of professional experience in all aspects of monument protection and administration. In the field of historic building inventories, joint work is being carried out on a comprehensive survey of the formerly German settlements in Transylvania in accordance with the methodology currently used by the German state preservation offices (historic building topography). Sponsored by the Siebenbürgen-Saxon Cultural Council, the project is being financed by the German federal government. As part of this project Romanian preservationists were guests in the appropriate departments of the Bavarian State Preservation Office and the Rhenish Office for Preservation in 1992 and 1993. Special attention should also be drawn to several jointly supervised re-novation projects, in particular the repair and restoration of the mountain church Sighișoara, financed by the Messerschmitt Foundation in Munich. The Messerschmitt Foundation has also kindly supported this publication with a grant. First established in 1892, the Romanian National Commission for Historic Monuments was able to go into action again in the spring of 1990, following the events of December 1989, as the National Commission for Monuments, Historic Districts and Historic Sites. Subsequently the Romanian State Preservation Office, abolished in 1977, was also reestablished. Given the present results of the German-Romanian collaboration in the field of preservation, it is to be hoped that the partnership and the exchange of experience will be continued with the Romanian Institute for Preservation, to be set up soon since responsibilities for monument protection and administration have been moved to a department of the Ministry of Culture. Am Anfang unserer Reihe ICOMOS — Hefte des Deutschen Nationalkomitees stand 1989 das Heft „Pro Romania“, das eine u. a. in Paris, London und München gezeigte Wanderausstellung von ICOMOS über die Gefährdung und systematische Zerstörung des bedeutenden Denkmälerbestandes in rumänischen Dörfern und Städten begleitete. Das vorliegende Heft stellt dagegen unter ganz anderen Voraussetzungen die bedeutendsten Kulturdenkmäler des Landes vor, die von der Rumänischen Nationalkommission für Denkmäler, Ensembles und historische Stätten zur Aufnahme in die Welterbeliste der UNESCO ausgewählt worden sind. Drei von diesen Kulturdenkmälern — die Klöster der Moldau, Kloster Hurezi und die Kirchenburg Birthälm — sind bereits 1993 in die Welterbeliste aufgenommen worden. Das von Dr. Christoph Machet, Mitglied des Deutschen Nationalkomitees und neuer Vorsitzender des Internationalen Komitees von ICOMOS für ländliche Architektur, herausgegebene und von rumänischen und deutschen Kollegen gemeinsam erarbeitete Heft ist im Rahmen eines 1991 vom Deutschen Nationalkomitee von ICOMOS mit der Rumänischen Nationalkommission und dem Staatlichen Denkmalamt in Bukarest geschlossenen Partnerschaftsabkommens entstanden. Hauptziel der Partnerschaft ist der fachliche Erfahrungsaustausch in allen Bereichen von Denkmalschutz und Denkmalpflege. Im Bereich der Inventarisation wird hier gemeinsam an der flächendeckenden Erfassung der ehemals deutschen Siedlungen in Siebenbürgen nach den heute von den deutschen Landesämtern für Denk malpflege angewandten Methoden (Denkmaltopographie) gearbeitet, ein von der Deutschen Bundesregierung finanziertes Projekt (Träger ist der Siebenbürgisch-Sächsische Kulturrat e. V.). In diesem Zusammenhang waren auch rumänische Denkmalpfleger 1992 und 1993 in den Abteilungen für Inventarisation des Bayerischen Landesamts für Denkmalpflege und des Rheinischen Amts für Denkmalpflege zu Gast. Hervorzuheben sind auch einige gemeinsam betreute denkmalpflegerische Projekte, insbesondere die von der Messerschmitt Stiftung München finanzierte Instandsetzung und Restaurierung der Bergkirche Sighișoara-Schäßburg. Die Messerschmitt Stiftung hat dankenswerterweise auch die vorliegende Publikation mit einem Zuschuss gefördert. Die bereits 1892 eingerichtete Rumänische Nationalkommission für Historische Denkmäler konnte erst nach den Ereignissen vom Dezember 1989 als Nationalkommission für Denkmäler, Ensembles und historische Stätten im Frühjahr 1990 wiedereingesetzt werden; auch wurde anschließend das 1977 aufgelöste Denkmalamt Rumäniens neu gegründet. Angesichts der bisherigen Ergebnisse der deutsch-rumänischen Zusammenarbeit auf dem Gebiet der Denkmalpflege ist zu hoffen, dass die Partnerschaft und der Erfahrungsaustausch mit dem in Kürze zu gründenden Rumänischen Institut für Denkmalpflege weitergeführt wird, nachdem die Kompetenzen für Denkmalschutz und Denkmalpflege inzwischen in eine Unterabteilung des Kulturministeriums verlagert worden sind.
