In this globalisation era, the need for identity recognition manifests itself in the growing interest citizens show in their cultural heritage. European cities, with their long history, have subsoils full of traces of the past, whose conservation, enhancement and accessibility offer real possibilities for the sustainable socio-economic development of urban centres. However, in practice, the results of this potential’s exploitation turn out to be mostly questionable. The authorities in charge of making decisions in this field lack a reference framework, which would allow them to comprehend the nature of the stakes and the complexity of this multifaceted issue. In addition, though several EU texts deal with cultural heritage management, focussing on its preservation, its protection and its integration into the economic development in particular, they only kim over the in situ and exploitation of archaeological remains.
