Abstract (in English)

The aim of this Resource Manual (Second Edition 2011) is to help States Parties to achieve good quality World Heritage nominations. There are many different ways to prepare a nomination. The diversity of administrative structures and cultures are necessarily reflected in the nominations. It is not appropriate to give ‘recipes' or to recommend a preferred working method for preparing nominations. There are many different good ways of doing so. Nevertheless, the Advisory Bodies consider that there are a few underlying basic principles which should underpin all good nominations to ensure that the most appropriate properties are nominated, properties are represented as effectively as possible within nominations, and the nomination process itself contributes to protection, conservation and effective management of natural and cultural heritage. This manual seeks to: – stress the importance of understanding the World Heritage nomination system; – highlight and explain in simple terms key World Heritage concepts; – emphasize the importance of the team in preparing a nomination; – provide a better understanding of the scope of work in preparing a nomination; – provide information and tips on understanding the property; – and provide tips on preparing the nomination file to help to clarify the Operational Guidelines . The manual also provides some advice on proposals for an extension to an existing World Heritage property, as a significant extension is treated as a new nomination. This manual is primarily for all those who are involved in developing World Heritage nominations for properties. It may also prove useful for the preparation of Tentative Lists, and for other heritage listing activities. The manual is designed to be a tool for self-guided learning; training workshops; and briefing and educating. This manual is a second edition. The first edition, Edition 2010, took as a reference the Operational Guidelines for the Implementation of the World Heritage Convention (2008). This manual is based on the new version of the Operational Guidelines (2011).

Le présent Manuel de référence (deuxième édition, 2011) a pour objet d'aider les États parties à présenter des propositions d'inscription sur la Liste du patrimoine mondial de bonne qualité. Préparer une proposition d'inscription peut se faire de nombreuses façons. La diversité des structures et des cultures administratives transparaît inévitablement dans les propositions. Il ne saurait être question de donner des « recettes » ou de recommander une méthode de travail préférable. Il y a bien des manières de procéder. Néanmoins, les Organisations consultatives pensent qu'une bonne proposition d'inscription doit respecter un petit nombre de principes fondamentaux si l'on veut que les biens proposés soient les plus appropriés, qu'ils soient présentés aussi efficacement que possible, et que le processus de la proposition d'inscription lui-même contribue à la protection, à la conservation et à la bonne gestion du patrimoine naturel et culturel. Le manuel s'attache à : – souligner la nécessité de comprendre le mécanisme des propositions d'inscription sur la Liste du patrimoine mondial ; – mettre en relief et expliquer en termes simples les principaux concepts du patrimoine mondial ; – montrer le rôle important de l'équipe chargée d'établir la proposition d'inscription ; – faire comprendre l'ampleur du travail que nécessite l'établissement d'une proposition d'inscription ; – donner des informations et des conseils sur la manière d'appréhender le bien ; – formuler des recommandations concernant la préparation d'un dossier de proposition d'inscription qui contribuent à éclairer les Orientations. Le manuel conseille aussi les États parties qui souhaitent proposer l'extension d'un bien déjà inscrit sur la Liste du patrimoine mondial, toute extension d'une certaine ampleur étant considérée comme une nouvelle proposition d'inscription. Le présent Manuel de référence s'adresse principalement à tous les organismes ou individus qui sont appelés à prendre part à l'établissement de propositions d'inscription de biens sur la Liste du patrimoine mondial. Il peut aussi se révéler utile pour l'élaboration des Listes indicatives, et pour d'autres activités de recensement du patrimoine. Le manuel est un outil conçu pour : l'auto-apprentissage ; des ateliers de formation ; l'information et l'éducation. Ce manuel est une réédition. La première version, éditée en 2010, faisait référence à la version des Orientations devant guider la mise en œuvre de la Convention du patrimoine mondial (2008). Le présent manuel est basé sur la nouvelle version des Orientations (2011).
