Abstract (in English)

Local councillors, with their global overview of heritage present in their area, are too rarely given the floor on this subject, yet they the essential intermediaries between residents, external specialists and site visitors. ICOMOS France has therefore initiated a series of workshops where local councillors can share their experiences and are the main leaders of discussions. The first of these workshops, devoted to water heritage, took place in Rochefort and around the Charente estuary, a rich and complex natural and cultural site. Water, an essential condition for life on Earth, harbours a biodiversity of utmost importance; it first fed humans before transporting them to faraway lands in simple pirogues, and then brought about human structures designed to exploit its strength or riches, as well as to ward against its wrath. Water, as a major symbolic element, is subject to active and sometimes contradictory public policies on matters of global food supplies, energy, natural hazards, health, ecological continuity, leisure, economic, social and touristic development, built heritage and, of course, maritime and river freight transport. Is water-related natural and cultural heritage a means of development, and under what conditions? Can they provide a better approach to the technical aspects of managing the quality and quantity of water and its associated environments? Do they help to overcome contradictions, regulate user conflicts and create a link between past and future? ICOMOS France presents in this book the report of discussions held on the topic "Water and heritage" on 26 and 27 September 2019 together with the French association of representatives of water basins(Association nationale des élus des bassins - ANEB), assisted by the ministries responsible for the environment and culture, the department of Charente-Maritime, the town of Rochefort and the Communauté d'agglomération de Rochefort-Océan (CARO).

Porteurs d’une vision synthétique des patrimoines présents sur leur territoire, les élus locaux ont trop rarement la parole sur ce sujet ; ils sont pourtant les intermédiaires indispensables entre les habitants, les spécialistes extérieurs et les visiteurs des sites. ICOMOS France a donc pris l’initiative d’organiser une série d’ateliers où ces derniers témoignent de leurs expériences et sont les animateurs principaux des échanges. C’est à Rochefort et autour de l’estuaire de la Charente, site naturel et culturel riche et complexe, que s’est déroulé le premier de ces ateliers, consacré aux patrimoines de l’eau. Condition essentielle de la vie sur Terre, l’eau recèle une biodiversité de première importance ; elle a tout d’abord nourri les humains avant de les transporter vers des terres lointaines sur de simples pirogues puis elle a donné lieu à des constructions humaines qui visaient aussi bien à tirer parti de sa force ou de ses richesses qu’à se protéger de ses colères. Élément symbolique majeur, l’eau fait l’objet de politiques publiques actives, parfois contradictoires qui touchent à l’alimentation mondiale, à l’énergie, aux risques naturels, à la santé, aux continuités écologiques, aux loisirs, au développement économique, social et touristique, au patrimoine bâti et, bien sûr, aux transports maritimes et fluviaux de marchandises. Les patrimoines naturels et culturels liés à l’eau sont-ils un moyen de développement et à quelles conditions ? Peuvent-ils permettre de mieux aborder les aspects techniques de la gestion qualitative et quantitative de l’eau et des milieux associés ? Aident-ils à dépasser les contradictions, à réguler les conflits d’usage et à constituer un lien entre passé et avenir ? ICOMOS France présente dans cet ouvrage le compte-rendu des échanges qui se sont tenus sur le thème « Eaux et patrimoine » les 26 et 27 septembre 2019, en partenariat avec l’Association nationale des élus des bassins (ANEB), avec l’aide des ministères chargés de l’environnement et de la culture, du département de la Charente-Maritime, de la ville de Rochefort et de la Communauté d’agglomération de Rochefort-Océan (CARO).
