Until recently there was a divorce between planning and heritage conservation. Even the idea of the historic center as an extension of the concept of monument generated excessive differentiation between the zone of greater equity and the periphery, which is manifested in various forms of urban and architectural treatment. Such segregation prevented the city to be studied as a single body and therefore the problems of areas of historical value is intended to be solved only with a conservation strategy based exclusively on the cultural significance and not the rest of the present values (economic, social, functional and formal), which, without denying the historical importance and, by contrast, articulated with it, are the bedrock that gives relevance to the urban area.

Hasta hace pocos años existió un divorcio entre planeamiento y conservación del patrimonio. Incluso la idea del centro histórico como ampliación del concepto de monumento generó una excesiva diferenciación entre la zona de mayor valor patrimonial y la periferia, lo que se ha manifestado en distintas formas de tratamiento urbanístico y arquitectónico. Tal segregación impidió que la ciudad fuera estudiada como un organismo único y por tanto, los problemas de las zonas de valor histórico se pretendía que fueran resueltos solo con una estrategia de conservación basada exclusivamente en la significación cultural y no en el resto de los valores presentes (económicos, sociales, funcionales y formales), los cuales, sin negar la importancia histórica, y, por el contrario, articulados con ella, constituyen el sustrato que otorga relevancia a la materia urbana.
