Abstract (in English)
At 9 PM on 14 April 2016, and later at midnight on 16 April, major earthquakes graded 7 on the Japanese seismic intensity scale occurred in Kumamoto Prefecture and caused extensive damage. More than 180,000 people were forced to evacuate for several nights. With regard to cultural heritage, the damage was severe. The tower gate and worship hall of the Aso Shrine and the eastern 18-ken turret and northern 18-ken turret of Kumamoto Castle were completely destroyed. Both monuments had been designated as Important Cultural Properties in Japan. After providing emergency humanitarian relief and housing support immediately after the disaster, one of the next tasks was to find ways of rebuilding valuable private houses and villages that had survived the collapse. ICOMOS Japan has been working closely with the victims of the earthquake to research and inform the subsequent reconstruction efforts. Three years after the disaster, we are compiling our work to date and preparing a report on the potential for similar earthquake damage in Japan and overseas. We are publishing this report in the hope that it will provide valuable clues in the search for desirable ways of preserving cultural heritage from natural disasters. 2016 年4 月14 日午後9 時、さらには続いて16 日深夜に熊本県において震度7 を観測する大地震 が発生し、各所に甚大な被害が相次ぎました。避難者は、最多で18 万人を超す夜もありました。文化遺産に関しても、いずれも国の重要文化財に指定されている阿蘇神社の楼門・拝殿や熊本城の東十八間櫓や北十八間櫓が全壊するなど、大きな被害が出ました。発災直後の緊急的な人道支援、住まいの支援の段階を経て、次なる課題の一つとして、倒壊を免れた価値のある民家や集落の祠などの歴史的な建造物を、いかに守り抜いていくかということがあります。日本イコモスは地震災害そのものとその後の復興への努力の情報を、被災者に寄り添いながら、調査研究してまいりました。発災から3 年を経過したこの段階で、これまでの作業を取りまとめ、同じような地震被害の可能性を有する国内諸地域さらには海外諸国と共有することによって、自然災害からの文化遺産の保存の望ましいあり方を探っていく際の貴重な手掛かりとなることを願って、本レポートを発刊いたします。[日本イコモス国内委員会、委員長 西村 幸夫]
