Abstract (in English)

[Offprint of the main document available at: http://openarchive.icomos.org/id/eprint/2437/] This Quality Principles document stems from the work of an expert group assembled by the International Council on Monuments and Sites (ICOMOS), under the mandate of the European Commission and in the framework of the European Union (EU) Flagship Initiative of the European Year of Cultural Heritage 2018, “Cherishing heritage: developing quality standards for EU-funded projects that have the potential to impact on cultural heritage”. The main objective of the document is to provide guidance on quality principles for all stakeholders directly or indirectly engaged in EU-funded interventions that could impact on cultural heritage, mainly built heritage and cultural landscapes. Stakeholders cover European institutions, managing authorities, international organisations, civil society and local communities, the private sector, and experts. The document focuses on the core issue of quality, providing a summary of key concepts, international charters, European and international conventions and standards as well as changes in understanding and practice of heritage conservation. Environmental, cultural, social and economic benefits resulting from the application of quality principles are outlined. Given that the recognition of cultural heritage as a common good and responsibility is a precondition of quality, it is proposed to adopt quality measures through raising awareness and by strengthening the implementation of conservation principles and standards at every stage of the cycle, from programming to evaluation.

[Tiré à part issu du document principal disponible à : http://openarchive.icomos.org/id/eprint/2437/] Ce document sur les Principes de qualité est issu des travaux d’un groupe d’experts réuni par le Conseil international des monuments et sites (ICOMOS), sous mandat de la Commission européenne et dans le cadre de l’initiative phare de l’Union européenne « Prendre soin du patrimoine culturel : principes de qualité pour les interventions financées par l’UE ayant un impact potentiel sur le patrimoine culturel », lancée à l’occasion de l’Année européenne du patrimoine culturel 2018. L’objectif principal du document est de proposer des principes de qualité à tous les acteurs directement ou indirectement impliqués dans des interventions financées par l’Union européenne qui pourraient avoir un impact sur le patrimoine culturel, et plus particulièrement le patrimoine immobilier et les paysages culturels. Ces acteurs comprennent les institutions européennes, les autorités de gestion, les organisations internationales, la société civile et les communautés locales, le secteur privé et les experts. Le document se concentre sur la question primordiale de la qualité. Il propose un résumé des concepts clés, des chartes internationales, des conventions et normes européennes et internationales, ainsi que de l’évolution des approches et des pratiques de conservation et de restauration du patrimoine. Il met également en lumière les avantages économiques, culturels, sociaux et environnementaux qui résultent de l’application des principes de qualité.
