Abstract (in English)

The publication “International Principles and Guidelines of Conservation”, joint achievement of the German-speaking National Committees of ICOMOS, is the first volume of a new series on topics of monument conservation which could, as the case arises, be continued in cooperation with other national and international committees. (…) The series of 22 documents starts with the up-to-now almost unknown ‘Requests’ of the Congress on Protection of Artwork and Monuments during the World Exhibition in Paris 1889, rediscovered by Georg Germann. In some respect this was a predecessor of the Athens Charter of 1931, which was adopted by the first International Congress of Architects and Technicians in the field of monument conservation, and which became the reference document for the Venice Charter, adopted in 1964 by the second International Congress of Architects and Curators of Monuments, also as the foundation document of ICOMOS. The series of 22 documents ends with two charters on Cultural Routes and the Interpretation and Presentation of Cultural Heritage Sites which were adopted by the ICOMOS General Assembly in Quebec in 2008. Apart from principles and guidelines which have been adopted on the occasion of recent ICOMOS General Assemblies, some UNESCO documents which are essential for the work of ICOMOS – the advisor of the UNESCO – were included in this collection of German translations. One of them is the not well-enough known UNESCO Recommendation Concerning the Protection, at National Level, of the Cultural and Natural Heritage. Originating from the same year as the World Heritage Convention, this recommendation can be understood as a supplement in the sense of article 5 of the Convention, which is relevant to the monitoring groups of our National Committees closely cooperating in the field of Preventive Monitoring. National charters, local guidelines and recommendations of individual ICOMOS reunions are not represented in this collection of documents. Besides the already existing official German translation of the World Heritage Convention, this publication contains four charters which were reviewed and published in German years ago: the Venice Charter and the Washington Charter translated in April and November 1989 respectively – with the participation of then both German National Committees together with the Swiss and Austrian colleagues; the Lausanne Charter translated in 1991; furthermore, the Florence Charter in a revised translation from 1985. These four German translations which were included without modification have already been published twice in the context of the Journals of the German National Committee of ICOMOS (…). The new translations are based on translations by Georg Germann, but have been edited by Michael Petzet in consideration of the French and English versions. In some cases, from a theoretical and practical point of view, the French version (in former years often the ‘initial version’), in others a combination of both, seemed to be the best solution.

Die Publikation „Internationale Grundsätze und Richtlinien der Denkmalpflege“, gemeinsames Werk der deutschsprachigen Nationalkomitees von ICOMOS, ist der erste Band einer neuen Serie zu Themen der Denkmalpflege, die von Fall zu Fall auch in Zusammenarbeit mit anderen nationalen und internationalen Komitees weitergeführt werden könnte. (…) Die Reihe der 22 Dokumente beginnt mit den bisher kaum bekannten, von Georg Germann wiederentdeckten „Wünschen“ des Kongresses für den Schutz der Kunstwerke und Denkmaler anlässlich der Pariser Weltausstellung 1889 – in mancher Hinsicht ein Vorläufer der 1931 vom ersten internationalen Kongress der Architekten und Techniker in der Denkmalpflege verabschiedeten Charta von Athen und der auf diese Charta Bezug nehmenden, 1964 vom zweiten internationalen Kongress der Architekten und Denkmalpfleger verabschiedeten Charta von Venedig, der Gründungsurkunde von ICOMOS. Die Reihe der 22 Dokumente endet mit zwei von der Generalversammlung 2008 in Quebec verabschiedeten ICOMOS-Chartas zu den Kulturstraßen und zur Interpretation und Präsentation von Kulturerbestätten. Neben den von ICOMOS bei den Generalversammlungen der vergangenen Jahre verabschiedeten Grundsätzen und Richtlinien wurden einige für die Arbeit von ICOMOS als Berater der UNESCO besonders wichtige UNESCO-Dokumente in die Sammlung der deutschen Übersetzungen aufgenommen. Dazu gehört auch die zu wenig bekannte UNESCO-Empfehlung zum Schutz des Kultur- und Naturerbes auf nationaler Ebene. Im gleichen Jahr wie die Welterbekonvention entstanden, kann man diese Empfehlung im Sinn von Artikel 5 der Konvention als eine Ergänzung verstehen, die gerade für die beim „Preventive Monitoring“ eng kooperierenden Monitoring-Gruppen unserer Nationalkomitees von großem Interesse ist. Nationale Chartas, lokale Richtlinien und Empfehlungen von einzelnen ICOMOS-Treffen sind in unserer Auswahl von Dokumenten nicht vertreten. Neben der bereits vorhandenen offiziellen deutschen Übersetzung der Welterbekonvention konnten wir für die vorliegende Veröffentlichung vier bereits vor Jahren überprüfte und veröffentlichte Chartas übernehmen: die Charta von Venedig und die Charta von Washington im April bzw. November 1989 noch unter Beteiligung beider deutscher Nationalkomitees zusammen mit den österreichischen und Schweizer Kollegen übersetzt, die 1991 übersetzte Charta von Lausanne, außerdem die Charta von Florenz in einer überarbeiteten Übersetzung von 1985. Diese vier unverändert übernommenen deutschen Übersetzungen wurden bereits zweimal im Rahmen der Hefte des Deutschen Nationalkomitees von ICOMOS veröffentlicht (…). Von den neuen Übersetzungen wurden unter Berücksichtigung der Vorgaben von Georg Germann mehrere Dokumente aufgrund der französischen und englischen Fassungen von Michael Petzet überarbeitet, wobei unter theoretischen und praktischen Gesichtspunkten die französische Fassung (in den frühen Jahren meist die “Erstfassung”) oder eine Kombination aus beiden die beste Lösung zu sein schien.
