Abstract (in English)
Art. 5 of the World Heritage Convention says States must adopt laws, plans and financial measures. Such commitments are legally binding: pacta sunt servanda. The fact that the Convention applies to sites of "universal value" does not obviate these commitments; nor does the fact that States need only use their best efforts. However these obligations are overlooked: attention focussed on the World Heritage Committee are not about prisoners but about Red Cross meetings.
