Abstract (in English)

The scientific symposium of the 17th General Assembly is keeping up with the studies and research efforts that ICOMOS and its scientific committees have been committed to for more than forty years, especially regarding the links between Heritage and human societies, so as to take into account recent changes. Observing that the notion of a “built, architectural heritage”, which appeared in the second half of the 20th century, covers an age-old practice that has radically changed since the first memorials and the invention of the Historic Monument in the 19th century, and now gathers cultural values and meanings in a broader context. The recent works conducted in the fields of Anthropology and Sociology have helped better clarify the meaning of “memory” in human societies, through its tangible and intangible elements, of which the built Heritage is a major component. Observing that this broadening of the scope of Heritage, which had long been the result of an intellectual construction, has recently revealed a deep aspiration: between temptations of a “withdrawal” and the search for a “cultural identity”, this “need for Heritage” is the consequence and the signal of societies which are actually trying to find themselves. While breaking with a linear development which was born from a continuous accumulation of knowledge and experience, they are now facing a dislocating world which is disintegrating under the effects of globalisation and standardisation, often with brutal and tragic consequences. If Heritage has been able to highlight these imbalances, then it can play a major role as a counterpoint and recourse. From a passive and aesthetic component, it can start acting as a more assertive and active factor of “reconstruction” by proposing methods for change that combine conservation with “modernity”. The object of the symposium will therefore consist in assessing to what extent Heritage will bring the materials and tools to build the societies of tomorrow, in their relations to originality, balance and dynamism. The scope is immense, and involves a reflection on both society and the notion of Heritage, according to this very extensive approach. Four themes have been selected as a base for an initial reflection: two of them are directly linked to the materiality of built heritage – construction methods and the organisation of regions; two of them are dealing with the fallouts of heritage - the economic impact, and the impact of tourism and education. For each of these themes, the proposed objective will be to identify how heritage can bring the tools and the frame to shape and build the most appropriate form of development for tomorrow’s societies. Throughout the Symposium, the term “development” will be understood in accordance with Article 3 of the 2001 UNESCO Universal Declaration on Cultural Diversity: “development, understood not simply in terms of economic growth, but also as a means to achieve a more satisfactory intellectual, emotional, moral and spiritual existence”. Le symposium scientifique de la XVII° Assemblée Générale d’ICOMOS sera dans la lignée des recherches et études, engagées depuis plus de quarante ans par ICOMOS et ses instances scientifiques, notamment sur le rapport du Patrimoine aux sociétés humaines, en prenant en compte les évolutions récentes qu’ils ont subies. Observant que la notion de « patrimoine architectural, bâti… », née dans la seconde moitié du XXème siècle, recouvre une ancestrale pratique, qui a profondément évolué depuis les premiers monuments commémoratifs, l’invention du Monument Historique au XIX°s., et rassemble aujourd’hui des valeurs et des significations culturelles élargies. Ce sont notamment les travaux récents de l’Anthropologie et de la Sociologie qui ont éclairé de façon plus précise le sens de la « mémoire » dans les sociétés humaines, sous ses composantes matérielles et immatérielles, et dont le Patrimoine bâti est une des manifestations majeures. Observant que cet enrichissement du champ patrimonial, s’il a été longtemps le fruit d’une construction intellectuelle, révèle en revanche par sa récente émergence, une aspiration profonde : entre tentations du « repli sur soi », et recherches « d’identité culturelle », ce « besoin de Patrimoine » est la conséquence et le signal de sociétés qui se cherchent. Rompant avec un mode de développement linéaire, issu de l’accumulation continue des savoirs et des expériences, elles se trouvent désormais confrontées à un monde en rupture, qui se désintègre dans les effets de la globalisation et de la normalisation, avec les conséquences brutales et dramatiques qui en découlent. Si le Patrimoine a donc ainsi révélé ces déséquilibres, il pourra alors jouer un rôle capital de contrepoint et de recours, et passer du domaine esthétique et passif à celui plus actif et offensif de « reconstruction » en proposant des modes d’évolution alliant conservation et « modernité ». L’objet du symposium sera donc d’évaluer dans quelle mesure le Patrimoine apportera les matériaux et les outils nécessaires aux sociétés de demain, dans leurs rapports d’originalités, d’équilibres, et de dynamisme. Le champ est immense, et concerne à la fois une réflexion sur la société, et sur la notion de Patrimoine, selon cette approche très extensive. Quatre thèmes ont été sélectionnés comme supports d’une première réflexion : deux sont directement consacrés à la matérialité du patrimoine bâti : modes constructifs et organisation du territoire ; deux autres s’intéressent aux retombées du patrimoine : l’impact économique, et l’impact touristique et pédagogique. Pour chacun des thèmes, l’objectif sera d’identifier en quoi le patrimoine peut apporter les outils, le cadre, pour dessiner et construire le développement le plus approprié des sociétés de demain. Pour tout ce symposium, le terme « développement » sera entendu au le sens de l’article 3 de la Déclaration universelle de l’UNESCO sur la diversité culturelle (2001) La diversité culturelle facteur de développement : le développement entendu non seulement en termes de croissance économique, mais aussi comme moyen d’accéder à une existence intellectuelle, affective, morale et spirituelle satisfaisante.
