Abstract (in English)

The first chapter of this publication starts with [Michael Petzet’s] speech on a “ new cult of monuments” at the Nara Conference on Authenticity (1994), a conference in many ways decisive for the development of a global conservation theory. Based on the Venice Charter (1964) as “ foundation document” of ICOMOS, the following chapters II and III deal with the international principles and the World Heritage Convention, playing a highly successful role as strategy for global conservation, as well as with the possibilities of ICOMOS as advisor of UNESCO. Chapters IV and V illustrate the proven practice of conservation in fields such as conservation and restoration, maintenance and repair, reconstruction and rebuilding; furthermore, they describe how to treat special monument categories such as archaeological heritage, ensembles (historic areas) and historic urban landscapes, also how to deal with 20 th century heritage, the legacy of industrial history, and vernacular architecture. Finally, these chapters discuss the possibilities of listing and documenting this wealth of historic witnesses. Chapter VI on the concept of monuments of nature refers to the declaration of the Amazonian rainforest as “monument of nature” in 2007, following the steps of Alexander von Humboldt, and the necessary cooperation of monument and nature protection for the preservation of our environment. In connection with the topic of the ICOMOS General Assembly of 2008 in Quebec chapter VII reminds us that in conservation it is a matter of preserving the “genius loci” linked to certain authentic values. Chapter VIII focusing on the Heritage at Risk series draws attention to the worldwide threat to monuments and historic sites as well as to the enormous losses in the past decade. Also given the alarming losses in recent times caused by brutal attacks on world-famous cultural sites such as Timbuktu or Aleppo, one can only hope that even in a world changing faster than ever the monument policy described in chapter IX as a general political concern will make sure that at least some degree of continuity, necessary for the survival of the cultural and natural heritage, remains. The final section, chapter X, consists of a selection of German versions on which the preceding English texts are based and older texts on the topics of chapters I–IX, starting with [Michael Petzet’s] introduction to the exhibition for the European Heritage Year 1975. Some papers on conservation principles in the annex refer to chapter V with its focus on ensembles and historic cultural landscapes as well as on testimonies to industrial history. Der erste Abschnitt der vorliegenden Publikation beginnt mit [Michael Petzets] Rede über einen neuen Denkmalkultus“ („new cult of monuments“) bei der für die weitere Entwicklung einer globalen Denkmalpflege in vieler Hinsicht entscheidenden Nara Konferenz zur Authentizität (1994). Die folgenden Kapitel II und III befassen sich ausgehend von der Charta von Venedig (1964) als „Gründungsurkunde“ von ICOMOS mit den internationalen Grundsätzen und der als Strategie einer globalen Denkmalpflege höchst erfolgreichen Rolle der Welterbekonvention sowie den Möglichkeiten von ICOMOS als Berater der UNESCO. Die Kapitel IV und V zeigen die bewährte Praxis der Denkmalpflege in Bereichen wie Konservierung und Restaurierung, Instandhaltung und Reparatur, Rekonstruktion und Wiederaufbau, außerdem den Umgang mit speziellen Denkmalkategorien wie archäologisches Erbe, Ensembles (historische Bereiche) und historische Stadtlandschaften (historic urban landscapes), den Umgang mit dem Erbe des 20. Jahrhunderts, die Zeugnisse der Industriegeschichte und der vernakulären Architektur, schließlich die Möglichkeiten der Erfassung und Dokumentation dieser Fülle von historischen Zeugnissen. Kapitel VI zum Konzept Naturdenkmäler erinnert an die den Spuren Alexander von Humboldts folgende Erklärung des tropischen Regenwalds der Amazonasregion zum „monument of nature“ im Jahr 2007 und die notwendige Zusammenarbeit von Denkmalschutz und Naturschutz im Kampf um die Bewahrung unserer Umwelt. In Zusammenhang mit dem Thema der ICOMOS-Generalversammlung von 2008 in Quebec erinnert Kapitel VII daran, dass es in der Denkmalpflege um die Bewahrung des mit bestimmten authentischen Werten zu verbindenden „genius loci“ geht. Kapitel VIII weist mit der Reihe Heritage at Risk auf die weltweite Bedrohung von Denkmälern und historischen Stätten und die gewaltigen Verluste im vergangenen Jahrzehnt. Und auch angesichts der Verluste dieses Jahres durch brutale Angriffe auf weltberühmte Stätten der Kultur wie Timbuktu und Aleppo kann man nur hoffen, dass auch in einer sich wie nie zuvor wandelnden Welt die in Kapitel IX skizzierte Denkmalpolitik als allgemeines politisches Anliegen dafür sorgen könnte, dass wenigstens eine gewisse, für das Überleben des Kultur- und Naturerbes notwendige Kontinuität bewahrt bleibt. Der letzte Abschnitt, Kapitel X, umfasst eine Auswahl der den vorausgehenden englischen Texten zugrundeliegenden deutschen Fassungen und ältere Texte zu den Themen der Kapitel I–IX, angefangen mit [Michael Petzets] Einführung in die Ausstellung zum Europäischen Denkmalschutzjahr 1975. Einige denkmalpflegerische Grundsatzpapiere im Anhang beziehen sich auf Kapitel V mit dem Schwerpunkt Ensembles und historische Kulturlandschaft sowie auf die Zeugnisse der Industriegeschichte.
